Ciri-Ciri Utama Skim BNPL

  • Model Perniagaan

    Penyedia BNPL membayar peniaga untuk barang atau perkhidmatan yang dibeli oleh pengguna, biasanya pada kadar diskaun yang dipersetujui. Pengguna kemudiannya membayar semula harga penuh pembelian kepada penyedia BNPL berdasarkan terma yang telah dipersetujui. Walau bagaimanapun, terdapat beberapa model perniagaan lain yang diamalkan dalam pasaran. Sesetengah penyedia BNPL membayar peniaga sepenuhnya dan mendapatkan kembali jumlah tersebut melalui pembayaran balik pengguna dengan margin tertentu. Sementara itu, terdapat juga penyedia BNPL yang mengenakan caj kepada kedua-dua peniaga dan pengguna, pada kadar diskaun atau margin yang lebih rendah.

  • Platform Digital

    Kebanyakan skim BNPL beroperasi sepenuhnya dalam talian, menjadikannya mudah diakses dan diurus melalui aplikasi mudah alih atau laman web. Walau bagaimanapun, penting untuk diperhatikan bahawa terdapat skim BNPL berskala kecil yang menyasarkan industri khusus atau segmen pengguna tertentu yang turut menggunakan platform luar talian.BNPL beroperasi sepenuhnya dalam talian, menjadikannya mudah diakses dan diurus melalui aplikasi atau laman web.

  • Struktur Bayaran Balik

    Pengguna boleh membuat bayaran balik secara pembayaran tunggal selepas tempoh tertentu atau membahagikan pembayaran kepada beberapa ansuran. Ini ditawarkan sama ada tanpa sebarang caj atau dengan caj, yuran, atau faedah yang berkaitan.

  • Kelulusan Pembayaran
    Kelulusan lazimnya diberikan bagi setiap transaksi, serta‑merta semasa proses pembayaran, atau berdasarkan had kredit yang telah ditetapkan.

  • Penerimaan oleh Peniaga
    Walaupun skim BNPL pada mulanya ditawarkan terutamanya untuk pembelian dalam talian, ia kini semakin diterima di kedai runcit fizikal. BNPL sering digunakan untuk perbelanjaan harian, khususnya dalam makanan dan minuman, membeli-belah runcit, pengangkutan dan pelbagai pembelian berkaitan perkhidmatan.

KUALA LUMPUR, 9 March 2026 – Following the enforcement of the Consumer Credit Act 2025 on 1 March 2026, the Consumer Credit Commission - Suruhanjaya Kredit Pengguna (SKP) today announced its first line-up of leadership, led by Executive Chairman, Encik Abu Hassan Alshari Yahaya, along with the Board Members.

This three-year appointment, made by the Minister of Finance, marks the official commencement of SKP's operations as the regulatory body responsible for overseeing consumer credit providers in Malaysia, with the objective of ensuring that lending practices are implemented transparently, fairly, and responsibly, in line with the mandate under the Consumer Credit Act 2025.

Encik Abu Hassan is a former Assistant Governor of Bank Negara Malaysia (BNM) who headed the Consumer Credit Oversight Board Task Force, established in July 2021 to collaboratively draft the Consumer Credit Bill with relevant ministries and agencies. Previously, he led several key functions at BNM, including finance, currency management, strategic communications, and Centralized Support Services. He has extensive experience in banking supervision and served as Secretary to the Board of Directors during his career at BNM.

A Bachelor of Economics graduate from Monash University, Australia, he also held positions as a Board Member at the Malaysia Co-operative Societies Commission (SKM) and the Credit Counselling and Debt Management Agency (AKPK).

Eight other SKP Board Members, as well as three alternate members, have also been appointed. These appointments include representatives from the Ministry of Finance (MOF), BNM, the Securities Commission Malaysia (SC), as well as experienced professionals from the industry.

"With the appointment of this first leadership line-up, that combines diverse expertise, experience, and professionalism, SKP is now ready to implement its mandate under the Consumer Credit Act 2025. This diversity creates synergy that enables SKP to act in a cohesive manner, ensuring that lending practices are carried out transparently, fairly, and responsibly, thereby protecting the interests of the credit consumers."

SKP is committed in its role to ensure that the nation's consumer credit ecosystem develops in a responsible, healthier and sustainable manner, while strengthening consumer confidence in Malaysia’s credit industry.
